Logging into Test Server - Difficulties

Hi, I am in australia, bought my copy of vanguard from the local PC store. When i login and the play button is lit up the test server button at the bottom is still inoperable. I have tried renaming the vgclient.ini file and doing a full scan..to no avail. Is there any other way to get the test server login up? a command line option maybe? I've heard that some UK copies of vanguard had a problem with this and that many australian copies are sourced from the UK version. The only time i remember seeing it lit up was when i first installed it...prior to the initial updates that i had to download to play. Re-installation isnt an option.
